Minutes to the March POENB Meeting
Meeting Called to Order 8:19PM

Motion to Accept Minutes in Changing Tides as Published – passed
Correspondence – have been receiving important feedback from the Community Surveys keep them coming
Beach – Price’s Bend Beach Chair, Jim Morcerf announced Beach Clean-up as May 10 Valley Grove Beach Chair Bob Pisicani concurred that Valley Grove Clean-Up will also be May 10. Jim Morcerf also reported that he has taken photos of all dinghy’s without current stickers, they will be published on our web-site (www.eatonsneck.org). During beach clean-up on May 10 all unidentified dinghy’s will be removed from the racks and piled to the side for pick-up. If a sticker will not stick to you craft – please use permanent parker for identification.
Due to strong interest by the membership the Board has elected to establish an Ad Hoc Capital Beach Improvement Committee for the Beaches that will work under the Beach Chairs, the co- chairs of the Capital Beach Improvement Committee are Maria Siragusa for Valley Grove and Karen Pulver for Price’s Bend, Dennis DeAngelis will sit as Board Liaison to the committee. The committee will be developing a visioning plan for Price’s Bend (Valley Grove has completed theirs it was on display during the meeting), the committee will be researching for both beaches costs of materials and installation, long term maintenance costs, insurance impact and permit requirements and develop strategy for fund raising. When the committee has gathered its information it will be presented to the board after the board approves the plan the board will present the plan to the membership for comment. Membership – Kristi Cartolano is the POENB 2008 membership Chair
Social – We have no Chair for the Egg Hunt at this time so the event is cancelled unless someone steps forward.
Treasurer – Report Read (see report) – there was a question regarding brick order delay – it was explained that the decision to try to complete as much work that required heavy equipment be completed before bricks were put on site - motion to accept report – approved
Planning and Zoning – Sand from Coast Guard Station – See Report

Grant – Obtained a second estimate for the RPZ valves much higher than the first much higher than the grant as well. Spoke with the Grant Department relayed difficulty in securing estimates, informed that the 2006 year grants only must be approved by the State Attorney General’s office which would be take at least 1 month additional to the at least 3 weeks to a month in the grant office.
Valley Grove Wall Repair
Reached out to POENB friend and neighbor Stan Thompson for advice regarding, the company that POENB contracted with to make repairs to the sea wall at Valley Grove- Seacoast Construction. Seacoast Construction owner Chris Gentry has not been cooperative in acknowledging departures from the work contracted for and done. Stan has given us a contact to follow-up with the board will be meeting with him in the coming weeks.
New Business
Discussion regarding newly assigned user fees – question of why boaters should shoulder burden to pay for beach improvements, question of whether the dinghy/kayak fees should only go toward dinghy/kayak improvements – it was explained that some people join POENB out of sense of community and do not use the beaches. The board felt that these people should not have their dues significantly raised to improve the beaches that those whose use requires costly maintenance should pay a bit more, that is why it was explained that there is now a fee for the parties in addition to the clean-up security deposit.
A question was asked if we could put a float off Valley Grove Beach for swimming – discussion regarding beach rules that prohibit swimming at Association Beaches and potential insurance issues and permit issues as well as winter storage were discussed.
